Maine Primary Care Association (MPCA) & Alliance for Addiction and Mental Health Services (AAMHS)
Through collaborative leadership and fostering stronger relationships, the Maine team laid the groundwork for members and providers to make changes to existing payment models. They co-led workshops with the Medicaid Department around Delta Center and value-based payments (VBP). Additionally, the Maine team assisted in aligning and informing State decisions about the movement towards value-based payment by facilitating joint training with the State. Through the Delta Center, MPCA and AAMHS were able to develop stronger relationships with their state Medicaid agency.
Successes:
Hosted Payment Summit with members to discuss value-based readiness and share the Model for Advancing High Performance 2.0 assessment.
Deepened understanding of value-based payment, Medicaid, and policies around value-based payment, enhancing the ability to advocate for priority policies.

The Maine Primary Care Association (MPCA) is a membership organization that represents the collective voices of Maine’s Community Health Centers, which provide high quality, primary and preventive medical, behavioral health and dental services for 1 in 6 Mainers. For more than 40 years, MPCA has provided technical assistance and training, housed relevant programs and services and advocated on behalf of Maine’s healthcare safety net and the hundreds of thousands of patients it serves each year.

The Alliance for Addiction and Mental Health Services (AAMHS) is a statewide membership association for community behavioral health organizations that provide multi-level services, programming and coordinated leadership to ensure that Mainers have full access to the continuum of recovery-oriented systems of care for mental illness and substance use disorder—from prevention through treatment and into peer recovery support.
