

Missouri Primary Care Association (MPCA) & Missouri Coalition for Community Behavioral Healthcare (MO Coalition)
The Missouri Primary Care Association (MPCA) worked in collaboration with the Missouri Behavioral Health Council (MBHC) to further value-based, patient/client centered care in safety-net primary care and behavioral health organizations. The efforts focused on the expansion of the FQHC Independent Practice Association (IPA) called Missouri Health Plus to include CCBHCs to coordinate and create economies of scale for operational, financial, and legal aspects of value-based care and contracting. MPCA and MBHC are committed to working with providers to ensure patient/client-centered care is high quality, accessible, and meets the needs of Missourians served by FQHCs and CCBHCs.
MPCA and MBHC utilized a framework to guide integration and collaboration between the FQHCs and CCBHCs to expand Missouri Health Plus into a single Clinically Integrated Network. The framework was foundational and continues to be crucial to ongoing success.
Successes:
- Together, the two organizations established a new groundbreaking Center of Healthcare Integration & Innovation dedicated to training and technical assistance. The non-clinical facility in Jefferson City, MO, and will house training facilities and office space for each of the Associations when it opens in early 2026. This Center represents a major investment in the future of healthcare in Missouri, ensuring that providers across the state have the resources and support they need to continue delivering exceptional care to their communities.
- Missouri Health Plus now includes 23 FQHCs and 20 CCBHCs and, as a Clinically Integrated Network, collaborates to secure value-based care contracts with payers to create operational, financial, and legal economies of scale.
- Established the Value-Based Care and Quality Improvement meetings that bring together primary care, mental health, and substance use staff from across the state working in FQHCs and CCBHCs.
Funded Organizations

Missouri Primary Care Association (MPCA) is a non-profit organization dedicated to improving access to high quality, community-based and affordable primary care, behavioral health, and oral health across the state. MPCA is the recognized voice of Missouri’s Community Health Centers also known as Federally Qualified Health Centers (FQHCs). There are 27 FQHCs that serve over 645,000 unique patients for medical, dental, and behavioral health services.

Missouri Behavioral Health Council (MBHC) consists of Missouri’s 30+ behavioral health organizations, including certified community behavioral health clinics (CCBHCs), community psychiatric rehabilitation service providers, and substance use treatment agencies serving over 300,000 Missourians. MBHC’s statewide network leads the way to accessible behavioral health care and substance use treatment services in Missouri.
