New Mexico Primary Care Association (NMPCA) & Behavioral Health Providers Association of New Mexico (NMBHPA)
NMPCA and NMBHPA were able to advance awareness of value-based payment and integration of primary care and behavioral health services. This was accomplished by convening stakeholders across the state to discuss alternative payment methodology in the context of care integration. The learnings from those meetings informed the completion of a white paper regarding the status of value-based payment implementation in New Mexico, barriers and opportunities thus far encountered by provider organizations and managed care organizations, and recommendations for continued implementation.
Successes:
- Published a white paper about the current state of value-based payment and how to continue implementing it throughout New Mexico. The white paper observed that the lack of behavioral health specific measures was a drawback to a systemic analysis of behavioral health services.
- Established a statewide value-based payment workgroup.
- Developed a 3-year pilot project, funded by New Mexico’s Health Services Department and Behavioral Health Services Division to define behavioral health specific metrics, ”Metrics that Matter.” A team of 10 agency providers developed the metrics and entered them into a Health Information Network that transformed them into actionable l Dashboard measures. An additional 7 agencies have been added to the project, and funding opportunities are expanding including the identification of additional BH metrics.
Funded Organizations
The New Mexico Primary Care Association (NMPCA) represents 19 member organizations that operate 160 primary care, dental, school-based, and behavioral health delivery sites. These organizations provide comprehensive primary care that includes medical, behavioral health, dental and pharmacy.
The New Mexico Behavioral Health Providers Association (NMBHPA) unites over 70 behavioral healthcare providers and organizations with a shared vision of accessible and effective mental health services for all in the state.
