New York State Council for Community Behavioral Healthcare (NYS Council) & Community Health Care Association of New York State (CHCANYS)
NYS Council and CHCANYS engaged in a variety of work to advance value-based payment and integrated care. This included exploring joint primary care and behavioral health independent practice associations (IPAs) to coordinate care, combine data, and potentially share in savings associated with improved care. In addition, the New York team provided education about the challenges of restrictive telehealth regulations. In the wake of the COVID-19 pandemic, the New York team developed a white paper, “Ensuring Sustained Access to Telehealth in the Post Pandemic Period” with policy recommendations for permanently removing barriers to the provision of telehealth visits for all New Yorkers. The associations also participated in the Governor’s Blue-Ribbon panel on telehealth.
Successes:
- Established an Advisory Council of 11 behavioral health and primary care providers, representing all areas of the state, to work on the goals of advancing value-based payment contracting and integrated care among memberships.
- Issued a joint white paper to establish their collective voice in informing and advancing long-term change in telehealth policy.
Funded Organizations
The Community Health Care Association of New York State (CHCANYS) is New York State's voice for community health centers. Health centers serve 2.4 million New Yorkers at over 900 sites where they provide primary, dental, vision and mental health care, as well as services that reduce barriers to care such as translation, transportation, and access to other social services regardless of insurance coverage or ability to pay.
The New York State Council for Community Behavioral Healthcare (NYS Council) aims to meet the needs of underserved New Yorkers by protecting and enhancing the availability of effective and efficient behavioral health programs and services. As a statewide non-profit membership organization, NYS Council consists of 165 community-based organizations that provide a broad range of behavioral health programs and services for New Yorkers.
