

North Carolina Community Health Center Association (NCCHCA) & i2i Center for Integrative Health
The North Carolina team engaged with primary care and behavioral health consumers and family members, as well as prospective care managers to guide the state’s new Medicaid care management program. The purpose of this stakeholder group was to discuss the value of care management and identify priority issues and policy recommendations to share with North Carolina state decision makers and plan managers, and to emphasize the value proposition from the perspective of service users. Through these relationships, the North Carolina team was able to work collaboratively with the State as North Carolina transitioned from traditional Medicaid to a Medicaid Managed Care model. The North Carolina team also provided input on efforts related to a clinically integrated network and a value-based pilot project for community-based rehabilitation services.
Successes:
- Garnered support for value-based efforts in North Carolina by demonstrating a strategic alliance between behavioral health and primary health organizations and stakeholders.
- Provided training in value-based planning, care, and contracting at 4 statewide conferences to over 1,000 attendees.
- Convened and trained a group of 15 consumers, family members, and health care providers to provide input on North Carolina’s Medicaid care management program.
- Worked to launch Tailored Plans for individuals with behavioral health needs and intellectual/developmental disabilities (BH I/DD)

The North Carolina Community Health Center Association (NCCHCA) represents 42 FQHCs, including 5 Lookalikes, which account for over 500 clinical health center sites serving patients across all 100 North Carolina counties. NCCHCA’s centers aim to offer patient-governed, patient-centered health care that integrates high quality primary care, dental care, behavioral health care, and support services.

i2i Center for Integrative Health aims to foster collaborative and evidence-based initiatives for improving the quality and efficacy of the behavioral health care and support service systems within a comprehensive system of whole person care. They convene behavioral health and intellectual-developmental disabilities organizations and stakeholders who have shared goals of ensuring effective whole person care across the publicly funded system.
