

Texas Council of Community Centers
The Texas Council worked towards better understanding and addressing health disparities while improving behavioral healthcare services. During 2020-2021, the Texas Council conducted a health disparities analysis and developed a plan for addressing inequities. Texas Community Health Center data was made available as part of the analyses and were shared with the Texas Association of Community Health Centers (TACHC), which represents 74 Community Health Centers in 132 counties. Additionally, the Texas Council worked to expand the CCBHC model throughout Texas to improve access to and quality of behavioral health services.
Successes:
- Developed a statewide alternative payment methodology funded through a CMS approved 1115 Waiver to support a state-sponsored Certified Community Behavioral Health Clinic (CCBHC) model of care.
- Provided trauma-informed care training and middle management academy for 27 centers across the state to strengthen their workforce, improve outcomes, and support CCBHC implementation.
Funded Organizations

The Texas Council of Community Centers (Texas Council) represents 39 community mental health centers (CMHCs) that serve nearly 600,000 people across all 254 Texas counties by providing services and support for individuals with intellectual and developmental disabilities, serious mental illness, and substance use disorders. Texas Council aims to address service gaps by increasing access to services and quality of care as well as supporting a strong safety net or public healthcare resources and community-based alternatives to institutional care.
